    Predict links using the Jaccard coefficient.

    This is a local method which computes $s_{xy} = \frac{|\Gamma(u)\cap\Gamma(v))|}{|\Gamma(u)\cup\Gamma(v))|}$ where for a node $v$, $\Gamma(v)$ denotes the set of neighbors of $v$.
