        Tests whether cmst is a CMST on graph with root root, capacity capacity and demand function demands.
        Parameters:
        graph - the graph
        root - the expected root of cmst
        capacity - the expected capacity of cmst
        demands - the demand function
        Returns:
        whether cmst is a CMST
